Maryland’s Roadmap to Recovery – Updated 11.30.20

On Tuesday, November 17th, Governor Hogan announced hospital surge measures and statewide capacity restrictions. With widespread community transmission across the state and surging COVID-19 metrics across the country, Governor Larry Hogan announced immediate actions to prevent overburdening the state’s healthcare system and to keep Marylander’s safe.

As always, we wish to help keep our Angel Friend Teams aware of these changes and what they mean for your client mom relationships. This might mean only one or two Angel Friends make an in person visit with your client mom while maintaining a safe social distance, as long as both parties are healthy and comfortable. With Governor Hogan’s recent response to the surge in cases, we encourage Angel Friend Teams to discuss their options and any changes to their current service model.

The new changes include:

  • 10 PM closure of bars and restaurantsEffective Friday, November 20, at 5 p.m., all bars, restaurants, and venues serving food and alcohol must close between 10 p.m. and 6 a.m., except for the purposes of carryout and delivery.
  • Limited capacity for retail, religious facilities. Capacity at retail establishments and religious facilities will be reduced to 50%, bringing them into line with indoor dining and personal services businesses, as well as bingo halls, bowling alleys, pool halls, roller and ice skating rinks, fitness centers, and social and fraternal clubs.
  • Hospital surge measures. State health officials have issued an emergency order to prohibit all hospital visitation until further notice with some exceptions—including end-of-life care, obstetrics, parents or guardians of minors, and support for people with disabilities. Officials have issued an order allowing hospitals that are either full or nearing capacity limits to transfer patients to hospitals that are equipped to provide them with the care they need. Hospitals and other medical facilities are also warned to avoid any elective procedure admissions that are not urgent or life-saving—especially if they are likely to require prolonged artificial ventilation, ICU admissions, or may have a high probability of requiring post-hospital care in a skilled nursing facility.

Angel Friend and Volunteer Guidelines – Updated 4.17.20

These guidelines are in place for all Coordinators, Angel Friends, and Volunteers to keep themselves and our clients safe during this time. Coordinators and Angel Friends should stay up to date and follow your parish or church guidelines. If there is a conflict in our guidelines and your church’s, please follow whichever guidelines are more protective of you, your Team, and those we serve. Please read these carefully and contact us at if you have any questions or concerns.

  • Follow the CDC’s Prevention Guidelines, including:

      • In medical offices
      • DC additions: ride-sharing vehicles, taxis, and hotels
      • MD additions: Convenience stores, Farmers markets, Takeout restaurants, Laundromats, Liquor stores, Cleaning supply stores, Home good stores

      • Before and after interacting with children;
      • After using the bathroom;
      • After coughing or sneezing
      • After you have been in a public place.
